Official Minutes 3.7.17

The March monthly meeting of the Farming Township Board was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange and Mike Schleper.
The February minutes were read. One correction was made: to note that the storage building owned by Evergreen Farms was converted to housing without a permit. Vernon Willenbring made a motion to accept the minutes with the correction, Dave Robertson seconded. All in favor, motion carried.
The Treasurer gave a financial report stating that the checking account balance was $310,194.60.
RE: Reorganization Meeting – It was decided to have the meeting on Thursday, March 23, 2017 at 7:30 pm.
RE: Underground Electric – A request was received from Great River Energy about any restrictions, permits or fees the Township would have concerning underground electric lines. Discussion was held. It was decided to have them contact one of the Supervisors or come to the monthly Township meeting as additional information was needed.
RE: Spring Township Workshop – Board members were reminded of the workshop. They will be reimbursed for the workshop fee if they attend.
RE: Blading Quotes – It was decided to open blading quotes at the May monthly meeting.

Official Minutes 2.7.17

The January minutes were read. Vernon Willenbring made a motion to accept the minutes as read, Dave Robertson seconded. All in favor, motion carried.
Duane Janssen gave a financial report.
RE: Culvert repair – Dale Lange reported that repairs were done on the Mapleview Road culvert.
RE: Broadband – Discussion was held. It was decided that our area had adequate access.
RE: Farming Baseball Club, Inc. – Mike Schleper presented an application for a County On-Sale 3.2% Malt Liquor License. Discussion was held. Vernon Willenbring made a motion to approve the application, Dave Robertson seconded. All in favor, motion carried.
RE: Albany School Board Meeting – Dan Stommes reported that the construction is making headway and they are still under budget. Getting permits was the main reason for the lack of headway for a while.
RE: Emergency Management Grant Application – Dan Stommes and Dave Robertson reported they attended the informational meeting on the grant application process. Discussion was held. Dave Robertson made a motion to adopt a resolution to participate in the Stearns County Hazard Assistance Program, Vernon Willenbring seconded. All in favor, motion carried. Dan Stommes will take care of submitting the application.
RE: 223rd Ave – It was noted that the dip in the road was getting worse. Discussion was held. It was decided to have Lange Trenching to fill in the dip with material they thought would hold best and to put red flags on the road sign warning of the dip in the road.
RE: Evergreen Acres Farm – It was noted that there were no people residing in the storage building anymore. The building was converted to housing. However, no permits were issued for residency.

Board of Audit Meeting 2.7.17
The Board of Audit Meeting was called to order by Dan Stommes at 9:00 pm. The Clerk and Treasurer presented their report. The Clerk noted that a $40 addition error was made in the February 2016 minutes which accounted for the difference in the year-end total. Dave Robertson made a motion to amend the December 2016 minutes to show the error, Vernon Willenbring seconded. All in favor, motion carried. It was decided to use the simpler listing of Disbursements and Receipts in the Annual Meeting packet. Dave Robertson made a motion to accept the report, Vernon Willenbring seconded. All in favor, motion carried. At 9:15 pm Vernon Willenbring made a motion to adjourn the Board of Audit Meeting, Dave Robertson seconded. All in favor, motion carried.
Budget Meeting 2.7.17
The Budget Meeting was called to order at 9:16 pm by Dan Stommes. Discussion was held. The budget was gone over and proposed amounts were set. Dave Robertson made a motion to approve the proposed budget, Vernon Willenbring seconded. All in favor, motion carried. At 9:40 pm Vernon Willenbring made a motion to adjourn the Budget Meeting, Dave Robertson seconded. All in favor, motion carried.
Recessed Board Meeting 2.7.17
At 9:42 pm Dan Stommes called the recessed February Board Meeting back to order.
RE: 911 Signs – It was noted that the sign on County Road 9 had been put up and the sign for Royal River Road had been received and would be put up also.
RE: Albany Fire Department – It was noted that the Fire Department meeting would be held in February.
At 9:45 pm Vernon Willenbring made a motion to adjourn the monthly meeting, Dave Robertson seconded. All in favor, motion carried.

Board of Appeal and Equalization for Farming Township

Important Information Regarding Property Assessments
This may affect your 2018 property taxes

The Board of Appeal and Equalization for Farming will meet on 4/417, 10:30 to 11:00 at Farming Community Center. The purpose of this meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor.
If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you disagree with the valuation and classification after discussing it with your assessor, you may appear before the local board of appeal and equalization. The board will review your assessments and may make corrections as needed. Generally, you must appeal to the local board before appealing to the county board of appeal and equalization.

Annual Township Election and Meeting

The annual Township Board Election will be held on Tuesday, March 14, 2017 in the Board Room of the Farming Community Center. Officers to be elected are: one Supervisor for a 3 year term and one Treasurer for a 2 year term. Polls will be open from 2:00 pm to 8:00 pm.
The Annual Township Meeting will be held on Tuesday, March 14, 2017 in the Meeting Room of the Farming Community Center at 8:30 pm. to conduct all required business as prescribed by law.
A Public Accuracy Test of the Automark voting machine will be held Monday, February 27, 2016 at 10:00 am. This testing is open to the public.
In case of inclement weather the Annual Election and the Annual Town Meeting will be held on the third Tuesday, March 21. 2016 at the same time and place. Listen to KASM radio for any updates.

The January monthly Board Meeting of Farming Township was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake and Mike Schleper.
The December minutes were read. Dave Robertson made a motion to accept the minutes as read, Vernon Willenbring seconded. All in favor, motion carried.
Treasurer Duane Janssen gave a financial report with a checking account balance of $323,670.46.
RE: Zoning – The Board received a copy of the updated Zoning Ordinance from Stearns County. Dewey Klaphake reported there was no action for the month.
RE: COL Fire District – Vernon Willenbring gave a report on the Budget Meeting. Discussion was held.
RE: Farming Athletic Association – Mike Schleper was present with questions regarding the placement of the electrical panel for the new lights at the baseball park. Discussion was held. Dewey Klaphake will check into the zoning issues and get back to Mike Schleper.
RE: Board of Equalization Certification – Dave Robertson reported that he took the certification class on-line and presented his certificate to the Board.
RE: Annual Audit and Budget Meetings – It was decided to hold the meetings at the monthly February Board Meeting.

Official Minutes 12.6.16

The December monthly meeting of the Farming Township Board was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange, John Blenker and Marlene Statz.
The November minutes were read. Dave Robertson made a motion to accept the minutes as read, Vernon Willenbring seconded. All in favor, motion carried.
Treasurer Duane Janssen gave a financial report stating that the balance in the checking account was $381,476.35.
RE: Gambling License for Lions Club – Marlene Statz was present to ask the Board to approve the license for the Lions Club at Trappers Pub and Grub. Discussion was held. Vernon Willenbring made a motion to approve the license, Dave Robertson seconded. All in favor, motion carried.
RE: Bus Turn-around on 193rd – Dan Stommes reported that he received complaints concerning the bus turn-around. Discussion was held with Lange Trenching. The Board will make efforts to see that the turn-around is taken care of properly.
RE: Reinke Situation – Discussion was held. It was decided to leave as is since no more issues were raised.
RE: COL Fire & Rescue District – Board members were reminded that the Annual Budget Meeting will be held on Monday, December 12, 2106 at the Fire Station. The Clerk has posted the notice for the meeting as there may be a quorum present.
RE: Zoning – No activity to report this month.
RE: March Township Election – The Clerk stated that notice will be put in the newspaper and posted at the posting sites that filing for the offices of Supervisor and Treasurer will be open from January 3, 2017 to January 17, 2017. Offices held by Dan Stommes and Duane Janssen are up for election.

Official Minutes 11.1.16

The November monthly meeting of the Farming Township Board was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange, and Karen and Max Reinke.
The October minutes were read. Two corrections were made. First: regarding the culvert on 218th Ave – should have read that the field approach culvert needed to be replaced with a larger one to handle water. Second: regarding the Dean Rausch driveway culvert – that they wanted to have the culvert widened and others in the township had widened their culverts on their own. Vernon Willenbring made a motion to accept the minutes with the corrections, Dave Robertson seconded. All in favor, motion carried.
Treasurer Duane Janssen gave a financial report with a checking account balance of $267,661.40.
RE: Reinke Complaint – Karen Reinke stated that noise from the Harrum vehicles across the road from them is causing problems. She stated that they have tried several different avenues to remedy the situation with no results. They have had no cooperation from the Harrums. Reinke asked that the Township set up a noise ordinance since the County does not have one. Discussion was held. Supervisors stated that they could not just set up a noise ordinance for them. A noise ordinance would have to apply to all residents in the Township. Supervisors offered to talk to Harrum and see if they could help resolve the issues.
RE: Snow Plow Quotes – Only one quote was received. Sunny Brook Enterprises submitted a quote of $100/hr for plow, $85/yd for sand/salt (noting that price could change if availability changed), $5/hr surcharge if diesel was above $4/gal, and a $700 guarantee for December, January, February and March. Lange Trenching stated they were not interested in snowplowing. Discussion was held. Dave Robertson made a motion to accept the quote from Sunny Brook Enterprises, Vernon Willenbring seconded. All in favor, motion carried.
RE: Tower on 260th East – A request was received for the Board to approve an application to make improvements to the tower. Discussion was held. Vernon Willenbring made a motion to approve the application, Davae Robertson seconded. All in favor, motion carried. Chairman Dan Stommes signed the application.
RE: Township Board Room Rent – The Board received a notice that the annual rent for the Board Room would now be $2195.00 – a raise of $200. Discussion was held. The Board decided to accept the raise. The Clerk was asked to notify the Farming Community Center Board and to ask that they keep the Board informed of any issues concerning the Community Center.
RE: District Township Meeting – Supervisors reported on the meeting held in Freeport on October 27, 2016. They stated that solar energy and consolidation of equalization meetings were items of interest.
RE: Clear Lake Road – Report was received of damage to a ditch along Clear Lake Road. This will be checked into.

Official Minutes 10.4.16

The October monthly meeting of the Farming Township Board was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange, John Blenker, Jerry Rausch and Dean Rausch.
The September minutes were read. Dave Robertson made a motion to accept the minutes as read, Vernon Willenbring seconded. All in favor, motion carried.
Treasurer Duane Janssen gave a financial report with $277,432.22 in the checking account.
RE: Marshfield Circle – Dale Lange reported that the problem caused by recent rains had been taken care of.
RE: Snow Removal Quotes – Snow Removal Quotes will be opened at the November Board Meeting. Lange Trenching stated that they were not interested in submitting a quote.
RE: General Election – Judy Bruemmer reported that the judges for the General Election will be the same as those used for the Primary Election. She has been contacting the judges to work up a schedule.
RE: Culvert on 218th Ave – Jerry Rausch stated that the field approach culvert needs to be replaced with a larger one to handle water. Discussion was held. The Board asked Lange Trenching to check into the matter. Vernon Willenbring made a motion to have Lange Trenching check the culvert and repair it if necessary, Dave Robertson seconded. All in favor, motion carried.
RE: Dean Rausch Driveway Culvert – Dean Rausch and Jerry Rausch asked the Township to widen their driveway culvert to the Dean Rausch farm. Discussion was held. The Board stated that it was not a Township issue and that other residents had widened their driveway culverts on their own. The Township Board stated that Rausch could go ahead and repair the culvert if he wished and that any liability issues should be covered by the contractor hired by Rausch and would not be covered by the Township.
RE: Blading – Discussion was held on a few blading issues. It was stated that the rainy year had caused some of the issues.
RE: Zoning – Dewey Klaphake gave a short report on zoning issues.
RE: COL Fire District – Vernon Willenbring reported that the Budget Meeting for the Fire District will be held on Monday, December 12, 2016.
