The December monthly meeting was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were Brian Brix, Dave Robertson and Dewey Klaphake.
The November minutes were read. Vernon Willenbring made a motion to accept the minutes as read, Neil Franz seconded. All in favor, motion carried.
Duane Janssen gave a financial report stating the Township had $161,012.85 in checking. He also stated that we need to deposit $45,000 into the tarring fund this month.
RE: Tarring Fund – Vernon Willenbring made a motion to deposit $45,000 into a CD for the tarring fund this month, Neil Franz seconded. All in favor, motion carried.
RE: Achilles Plat – Discussion was held concerning the plat. Neil Franz made a motion to approve the plat, Vernon Willenbring seconded. All in favor, motion carried.
RE: COL Fire District Budget Meeting – The COL Fire District Budget Meeting will be held on Monday, December 8, 2014 at 7:30 pm in the Fire Station. All Township Board members are invited to attend. The Clerk with post notice of the meeting.
RE: County Road Meeting – A meeting concerning changes in County roads will be held on Wednesday, December 10, 2014 in Albany. Supervisors will try to attend.
RE: Township Boardroom Rent – The Community Center has asked for an increase in the annual rent for the Boardroom – to $1995/yr. Discussion was held. The Board saw no problem with the increase.
RE: Hedgewood Road Guardrail – Supervisor Stommes reported that the November snow storm made it impossible to repair the guardrail this fall. The repair was put on hold until next Spring.
RE: March Township Election – The Clerk stated that notices for Affidavits for Candidacy will be published and posted. The filing period is from December 30, 2014 through January 13, 2015. Offices up for election are one Supervisor and Treasurer.

The November monthly meeting was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were Ken Janssen, Deb Janssen, Dale Lange and Art Janssen.
The October minutes were read. Vernon Willenbring made a motion to accept the minutes as read, Neil Franz seconded. All in favor, motion carried.
Duane Janssen gave a financial report stating that the Township had $169,610.16 in checking.
RE: 260th Street East – Ken Janssen reported that there was a problem regarding a culvert and a hole on 260th St. He also stated that the road was in bad shape this last spring. Discussion was held. Ken Janssen had repaired the bad spot on his own. The Board told him to check with them when there is a problem as there could be insurance and legal problems if he would do it without getting their permission. The Board agreed to pay him for the repair work he had already done.
RE: Snow Removal – Only one quote was received for snow removal. Lange Trenching stated that they were not interested. Sunny Brook Enterprises sent a quote for 2014/2015 of truck use $100/hr, salt/sand $85/yd (notation of possible shortage may cause increase in price), $5/hr surcharge if diesel costs is above $4/gallon and a monthly guarantee of $600 above normal charges for the four months of December, January, February and March. Discussion was held. Neil Franz made a motion to accept the quote for snow removal from Sunny Brook Enterprises, Vernon Willenbring seconded. All in favor, motion carried.
RE: Crackfilling – The Supervisors stated that crackfilling was finished on the designated road.
RE: Achilles Plat – Zoning Administrator Dewey Klaphake had sent an e-mail to Supervisor Franz that the Township had to sign the plat so they could go forward with the County to establish a building credit on the acreage. The Achilles’ were not present at the meeting. The matter was tabled until they came to present their plat.
RE: Hedgewood Road – A property owner contacted the Clerk about the guard rail along the culvert that was repaired. Discussion was held. Dan Stommes and Duane Janssen stated that they would put it up.

Treasurer Duane Janssen gave a financial report stating that the Township had a balance of $179,395.61.
RE: Achilles Plat – Mr. Achilles presented a preliminary plat for land they bought in the Lewis Fisher Estates Second Addition. Discussion was held concerning the plat and what needed to be done. Zoning Administrator Dewey Klaphake will check into the matter and get back to Mr. Achilles.
RE: Assessor’s Contract – The contract with Stearns County regarding assessing was reviewed. Discussion was held. The contract was signed and forwarded to Stearns County.
RE: Crackfilling – Crackfilling has begun on 223rd Avenue. Supervisors reported it was going well.
RE: Snowplowing – Supervisors will check with contractors and report back at the November meeting.
RE: November Meetings – It was noted that the District Township Meeting will be held in Freeport at 8 pm on October 30, 2014 and that the November monthly meeting will be held on Monday, November 3, 2014 because of the General Election. The monthly meeting change will be published and posted.

The August minutes were read. Neil Franz made a motion to accept the minutes as read, Vernon Willenbring seconded. All in favor, motion carried.
Treasurer Duane Janssen gave a financial report stating that Farming Township had $224,662.10 in checking.
RE: Dustcoating – Discussion was held concerning the Dvorak billing. It was decided to cancel the bill as we had no record of them asking for dustcoating.
RE: Election Judges – Judy Bruemmer stated that all was ready for the General Election and that we had the same judges as those used for the Primary Election. Dan Stommes made a motion to use the same eight election judges used in the Primary Election, Neil Franz seconded. All in favor, motion carried.
RE: Spraying Weeds – Vernon Willenbring stated that he checked several places about spraying weeds in ditches. Some were not doing it anymore and others wanted a gallon amount for weed killer. After some discussion it was decided to put off spraying until next spring.
RE: Crackfilling – Kayle Luberts, from All Things Asphalt, gave a report on the crackfilling his company does, the different ways of doing it, the pricing, etc. Discussion was held. Dan Stommes will meet with him, check on the roads to be done and decided what approach they will take.
RE: Flag – Vernon Willenbring noted that there is no flag on the flagpole anymore. There is supposed to be one during election hours. He will take care of getting a new flag.
RE: November meeting change – Due to the General Election, the November monthly meeting needs to be changed. It was decided to hold the meeting on Monday, November 3, 2014 at the usual place and time.
RE: Zoning – Dewey Klaphake gave a short report on zoning issues.

The August monthly meeting was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange, Roger Mergen and Dave Robertson. The July minutes were read. Vernon Willenbring made a motion to accept the minutes as read, Neil Franz seconded. All in favor, motion carried.
Duane Janssen gave a financial report stating that the Township had $253,728.31 in checking.
RE: Roger Mergen Erosion Control Project – Roger Mergen presented plans for an erosion control project on land east of Mahogany Road. He stated that Mahogany Road will have to be raised by 2.5 feet for a short distance in order for the project to work and that the cost would be covered by ASCS. The water and sediment control project will be required to give the road a 4 to 1 slope. Discussion was held. Dan Stommes made a motion to accept the plan for directing water along Mahogany Road provided the adjacent landowners also agreed with the plan, Neil Franz seconded. All in favor, motion carried. The Board also told Mr. Mergen that a $300 refundable deposit would be required if he made any changes to the road. The deposit will be returned when the road is accepted by the Supervisors.
RE: Dustcoating – Neil Franz reported that dustcoating was finished. The Clerk will bill landowners who requested dustcoating along their property.
RE: Weed Inspection – Board Supervisors reported that weed inspection was finished and that any offending landowners were notified and problems were taken care of. Vernon Willenbring will see that weeds along Township roads and ditches are sprayed.
RE: Crackfilling – Discussion was held. It was decided to contact Albany Township concerning their crackfilling and to address the matter at the September meeting.
RE: Zoning – Dewey Klaphake gave a short report on zoning matters for the month of July.

The July monthly meeting was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Duane Janssen gave a financial report stating that the Township had $116,985.78 in checking.
RE: Doffing Re-zoning – The Zoning Board had met in a special meeting at 7:30 pm. Discussion was held by the Board and they unanimously decided to recommend that the Township reject the application for re-zoning of the Doffing property on 310th St. Discussion was held by the Township Board. Neil Franz made a motion to deny the re-zoning request, Vernon Willenbring seconded. All in favor, motion carried.
RE: Hedgewood Road Culvert – Township Supervisors stated that the culvert on Hedgewood Road is in need of repair and about to collapse. Discussion was held. Dan Stommes made a motion to repair the culvert as soon as possible, Neil Franz seconded. All in favor, motion carried.
RE: Dustcoating – Neil Franz stated that dustcoating will be done soon. He will contact the vendor and have him coordinate with Lange Trenching regarding blading.
RE: Storm Damage – Stearns County requested information regarding any storm damage to the Township. Supervisors stated we had none.
RE: Weed Inspection – Supervisors stated they will begin weed inspection in the Township with each of them taking 1/3 of the Township.
RE: Direct Deposit – Judy Bruemmer reported that Stearns County now wants to do direct deposit of all payments. Discussion was held. Neil Franz made a motion to submit information of direct deposit to checking account, Vernon Willenbring seconded. All in favor, motion carried.
RE: Abandoned/Unlicensed Vehicles – Patsy Zimmerman was present with questions regarding abandoned or unlicensed vehicles. She stated she had tried to find information in the zoning ordinance and couldn’t find any. Discussion was held. She was advised to check with the Department of Environmental Services.
RE: Election Judges – Judy Bruemmer presented the list of election judges for Board approval with Judy Bruemmer and Joyce Wimmer being head judges. Other judges were Vernon Willenbring, Mary Lou Salzl, Linda Theisen, Walter Graham, Jack Wimmer and Victor Kotten.

The June monthly meeting was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were: Dewey Klaphake, Matt Schmitz, Jerry Doffing, Brian Brix, Dave Robertson and Dale Lange. The May minutes were read. One correction was made: the name of the cul-de-sac north of Marshfield Circle is Marshwood Court. Neil Franz made a motion to accept the minutes with the correction, Vernon Willenbring seconded. All in favor, motion carried.
Duane Janssen gave a financial report stating that the checking account balance was $126,272.58.
RE: 310th St. Rezoning Request – Jerry Doffing was present to inquire about rezoning his property to R-10 so he could plat it out into 4 ten-acre home sites. He stated that the County had told him he needed to come to the Township first. Discussion was held. It was decided that Zoning Administrator Dewey Klaphake would check with the County about the property and the procedures needed to rezone.
RE: Storm Damage – The County had requested a report of any storm damage for the Township. Supervisors stated that any damage was minor.
RE: 288th St East – Brian Brix stated that 288th Street East was in bad shape. Discussion was held. It was noted that the wet spring weather and possibly the Class 5 were to blame. Supervisors will check to see if something can be done or if they will have to wait for drier weather before something can be done.
RE: Ditch Cutting Quote – Only one ditch cutting quote was received. Schmitz Mowing Service submitted a quote for $60/hr plus fuel for a 70 HP tractor with an 8 foot disc mower. Discussion was held. Neil Franz made a motion to accept the quote from Schmitz Mowing Service, Vernon Willenbring seconded. All in favor, motion carried. It was decided to begin ditch cutting around June 16, 2014, weather permitting.
RE: Dustcoating – Neil Franz had contacted Central MN Dust Control from Richmond and is on the list. It was noted that the notice for residents was on the website and to notify Neil Franz by June 13, 2014 if interested in dustcoating.
RE: Complaint – Neil Franz reported on a letter of complaint he received from Tom Schlieman? regarding the condition and care of 260th St. along his property. Neil Franz will contact him.
RE: Election Judges – Judy Bruemmer reported that 8 election judges had been scheduled for training and that Joyce Wimmer and Judy Bruemmer would again be head judges.

The May monthly meeting was called to order by Dan Stommes at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange, Robert Massmann, Dave Robertson, Pat Zimmerman and Jamie Kurtz.
The April minutes were read. Neil Franz made a motion to accept the minutes as read, Vernon Willenbring seconded. All in favor, motion carried.
Duane Janssen gave a financial report stating that the checking account balance was $129,556.29.
RE: Gravel Quote – Only one gravel quote was received. Wm Scepaniak gave a quote for $7.90 c/yd for Class 5. Discussion was held. Neil Franz made a motion to accept the quote from Scepaniak, Vernon Willenbring seconded. All in favor, motion carried. Vernon Willenbring will contact him.
RE: Blading Quote – Only one quote was received for blading. Lange Trenching gave a quote for $41.00 per mile. Discussion was held. Vernon Willenbring made a motion to accept the quote from Lange Trenching, Neil Franz seconded. All in favor, motion carried.
RE: Crackfilling – Neil Franz gave a short report on crackfilling the Township roads. Discussion was held. It was decided to try crackfilling in the Fall to see if it works better than in Spring.
RE: Dustcoating – Discussion was held. It was decided that Neil Franz will contact the company the Township used last year as they did a good job.
RE: Marshfield Cul-de-sac – Residents asked if the Township was responsible for plowing and blading the cul-de-sac on the north side of Marshfield Circle, called Marshwood Court. Discussion was held. The Board decided that the Township should take care of the road and asked the residents to make sure brush, etc was cleared away.
RE: Zoning Amendment – The Board reviewed the recommendation from the Zoning Board to change the building set-back from 100 ft to the County recommended set-back. Neil Franz made a motion to approve the proposed ordinance #4 reducing the set-back to 63 feet or building frontage whichever is greater in R-1 districts, Vernon Willenbring seconded. All in favor, motion carried. The amendment will be recorded and published as required by law.
RE: Rausch culvert – Discussion was held concerning the Dean Rausch culvert issue. It was noted that other townships do not enlarge culverts unless they are a hazard. The Board decided to table the issue for now.
RE: Road Signs – The Clerk will begin working on the final phase of the road sign replacements. Additional signs and posts for along Clear Lake Road will be ordered.

Dan Stommes called the meeting to order at 10:30 am. The flag pledge was said. Present were Dan Stommes, Neil Franz, Vernon Willenbring, Judy Bruemmer and Mark Koehn and Gary Grossinger from the Stearns County Assessors Office.
Only one request for review was received by the Assessor’s Office:
Mark Schultzenberg requested adjustment on 10.06265.0000 because of lowland area and on 10.06252 because there is no building entitlement on that property. The Assessor’s Office recommended the property values be lowered on the first parcel from $158,500 to $155,800 and on the second parcel from $44,300 to $16,500. Discussion was held. Dan Stommes made a motion to lower the values as recommended by the Assessor’s Office, Neil Franz seconded. All in favor, motion carried.
A brief discussion was held on how the CAPX 2020 power line would affect taxes and the current values of agricultural land.

Road Tour 4.8.14
Dan Stommes called the March extended meeting to order at 11:15 am. Present were Dan Stommes, Neil Franz, Vernon Willenbring and Judy Bruemmer.
Road Tour was taken with Supervisors inspecting all roads in Farming Township. Results of the Road Tour are on file in the Clerk’s Office.

The March minutes were read. One correction was made: the check # for MATIT insurance should be 6189. Neil Franz made a motion to accept the minutes with the correction, Vernon Willenbring seconded. All in favor, motion carried. A financial report was given by Duane Janssen.
RE: Trapper’s Pub & Grub – An application for a liquor license for Trapper’s Pub & Grub was presented to the board. Discussion was held. Vernon Willenbring made a motion to approve and sign the application, Neil Franz seconded. All in favor, motion carried.
RE: Tar Roads – A lengthy discussion was held concerning the tarring of roads, the road resolution, and which roads were scheduled to be tarred. The board stated that no road has been designated next to be tarred as there were insufficient funds for tarring at the present time and that the road resolution may need to be revisited. The list of roads to be tarred is just a list of those under consideration.
RE: Road Washout – Norb Jost stated that water was washing across the road on the east end of 280th Street. The supervisors will check it out and repair it if necessary.
RE: Crackfilling – Neil Franz gave a report on information he had regarding crackfilling and reviewed a quote received from D & J Blacktopping. Discussion was held. It was decided to discuss the project again in July and possibly get quotes for August, with intentions of doing the crackfilling in the fall.
RE: Gravel Quotes – It was decided to contact contractors and open gravel quotes at the May meeting. The clerk with put a notice on the website for quotes.
RE: Road Tour – It was decided to extend the April meeting to April 8, 2014 following the Board of Equalization Meeting in order to do road tour, weather permitting.
RE: Blading Quotes – Supervisors will ask contractors for blading quotes and they will be opened at the May meeting.
RE: Dustcoating – Dustcoating quotes will be opened at the May meeting.
RE: Zoning – Zoning Board stated that as a result of the Special Meeting that they voted 3 to 2 to recommend changing the set-back amount to comply with the county set-back amount for R-1 areas. The board decided to discuss the matter further at the May board meeting.
