2014 Annual Meeting Minutes

Approved 2014 Annual Meeting Minutes – 3.11.14
The Annual Meeting in the Town of Farming, County of Stearns, State of Minnesota was held in the Farming Community Center on the 11th day of March, 2014. It was called to order by Clerk Judy Bruemmer at 8:30 pm. The flag pledge was said.

Judy Bruemmer asked for nominations from the floor for moderator. Patti Zimmerman made a motion to nominate Dewey Klaphake, Duane Janssen seconded. All in favor, motion carried. Dewey Klaphake accepted the nomination. Duane Janssen made a motion to close the nominations, Tony Legatt seconded. All in favor, motion carried. Dewey Klaphake was declared moderator.

The minutes of the 2013 Annual Meeting were read by Clerk Judy Bruemmer. Tony Legatt made a motion to accept the minutes as read, Craig Bardson seconded. All in favor, motion carried.

The Treasurer’s Report was reviewed. Discussion was held. It was noted that the Township was under budget because no major road projects were done in 2013. Paul Killmer made a motion to accept the report as printed, Todd Barrow seconded. All in favor, motion carried.

Ken Hamann made a motion to continue with Trappers Pub & Grub, Immanuel Lutheran Church, Farming Community Center and the Township website as posting places, Ron Backes seconded. All in favor, motion carried.

Ron Backes made a motion to have the Albany Enterprise as the official Township newspaper for publishing legal notices, Jason Willenbring seconded. All in favor, motion carried.

Ken Hamann made a motion to have the Farming Community Center as the official polling place for the Annual Election and for the polling place to be open from 2 pm to 8 pm, Ron Backes seconded. All in favor, motion carried.

Dave Robertson made a motion to have the Farming Community Center as the official Annual Town Meeting place with the meeting to start at 8:30 pm on March 12, 2015, Tony Legatt seconded. All in favor, motion carried.

Craig Bardson made a motion for the monthly board meetings to be held on the first Tuesday of the month at 8:00 pm in the Farming Township Board Room, Joe Thelen seconded. All in favor, motion carried.

Ken Hamann made a motion to allow the Township Board to hire someone to mow the road ditches, Tony Legatt seconded. All in favor, motion carried.

The results of the Annual Election Canvass were reported as follows: For Supervisor – Dan Stommes received 33 votes, Tony Legatt received 4 write-in votes. Dan Stommes was declared the winner of the Supervisor position. For Clerk – Judy Bruemmer received 39 votes, there were no write-in votes. Judy Bruemmer was declared the winner of the Clerk position. A total of 40 votes were cast in the Annual Election.

Duane Janssen made a motion to destroy the old Annual Election ballots from 2012, Dave Robertson seconded. All in favor, motion carried.

Paul Killmer made a motion to levy $100,000 for the tarring fund, Todd Barrow seconded. A lengthy discussion was held concerning tarring, how decisions were made about which roads to tar and costs of tarring roads. It was noted that no decisions had been made and that there would not be enough funds for tarring roads until the end of 2014, or longer, depending on the length of the road to be tarred. All in favor, motion carried.

Ron Backes made a motion for the Township Board to continue dustcoating with the Board deciding which roads to dustcoat and residents wanting additional roads dustcoated paying half of the cost of the dustcoating, Jamie Kurtz seconded. All in favor, motion carried.

Dave Robertson made a presentation regarding the New Road Resolution of 2008 and the tarring of Township roads. A lengthy discussion was held. As no tarring projects have been set, the matter was tabled.

Vernon Willenbring gave a short report on the Chain of Lakes Fire and Rescue District. All is going well.

At 9:32 pm, Duane Janssen made a motion to adjourn the meeting, Joe Thelen seconded. All in favor, motion carrie.

2013 Annual Meeting Minutes

Approved Annual Meeting Minutes 3.12.13
The Annual Meeting in the Town of Farming, County of Stearns, State of Minnesota was held in the Farming Community Center on the 12th day of March, 2013. It was called to order by Clerk Judy Bruemmer at 8:30 pm. The flag pledge was said.

Judy Bruemmer asked for nominations from the floor for moderator. Brian Brix made a motion to nominated Bill Otto, Ken Hamann seconded. All in favor, motion carried. Bill Otto accepted the nomination. Melvin Willenbring made a motion to close the nominations, Anthony Legatt seconded. All in favor, motion carried. Bill Otto was declared moderator.

The minutes of the 2012 Annual Meeting were read by the Clerk. Anthony Legatt made a motion to accept the minutes as read, Dewey Klaphake seconded. All in favor, motion carried.

The Treasurer’s Report was reviewed. Discussion was held. Craig Bardson made a motion to accept the report as printed, Dale Lange seconded. All in favor, motion carried.

Donald Linz made a motion to continue with GoatRopers Bar and Grill, Immanuel Lutheran Church, Farming Community Center and the township website as posting places, Leo Bloch seconded. All in favor, motion carried.

Ken Hamann made a motion to have the Albany Enterprise as the official township newspaper for publishing legal notices, Paul Killmer seconded. All in favor, motion carried.

Randy Backes made a motion to have the Farming Community Center as the official polling place for the Annual Election and for the polling place to be open from 2 pm to 8 pm, Brian Brix seconded. All in favor, motion carried.

Dewey Klaphake made a motion to have the Farming Community Center as the official Annual Town Meeting place with the meeting to start at 8:30 pm on March 11, 2014, Ken Hamann seconded. All in favor, motion carried.

Paul Killmer made a motion for the monthly board meetings to be held on the first Tuesday of the month at 8:00 pm in the Farming Township Board Room, Ken Hamann seconded. All in favor, motion carried.

Ken Hamann made a motion to allow the Township Board to hire someone to mow the road ditches, Dewey Klaphake seconded. All in favor, motion carried. Board supervisors stated that anyone who did not want their ditches cut should contact the Board.

The results of the Annual Election were reported as follows: For Supervisor – Neil Franz received 68 votes, Anthony Legatt received 19 votes. Neil Franz was declared the winner of the Supervisor position. For Treasurer – Duane Janssen received 75 votes, there was one write-in vote. Duane Janssen was declared the winner of the Treasurer position. A total of 87 votes were cast in the Annual Election.

Jason Willenbring made a motion to destroy the old Annual Election ballots from 2011, Donald Linz seconded. All in favor, motion carried.

A report was given by the Township Board on the proposed levy for 2014. Ken Hamann made a motion to set the levy at $210,000, Brian Brix seconded. Duscussion was held. All in favor, motion carried.

Dewey Klaphake made a motion to levy $90,000 for the tarring fund, Craig Bardson seconded. There was a lengthy discussion on the tarring fund and how it was to be used. A secret ballot was requested by Ron Backes. A ‘yes’ vote approved the tarring levy of $90,000; a ‘no’ vote was against the levy. There were 44 people in attendance. The results were 29 ‘yes” and 15 ‘no’. The motion passed. Brian Brix made a motion to destroy the secret ballots, Dale Lange seconded. All in favor, motion carried.

The Board Supervisors explained the option of moving the Annual Election from March to November. Randy Backes made a motion to move the election to November, Ron Backes seconded. A voice vote was taken. The motion was defeated.

The Township Board thanked Dewey Klaphake for his presentation of “To Pave or Not to Pave” prior to the start of the Annual Meeting.

At 10:01 pm, Ken Hamann made a motion to adjourn the Annual Meeting, Randy Backes seconded. All in favor, motion carried.

2012 Annual Meeting Minutes

Approved Annual Meeting Minutes 3.13.12

The annual meeting in the Town of Farming, County of Stearns, State of Minnesota was held in the Farming Community Center on the 13th day of March 2012. It was called to order by Clerk Judy Bruemmer at 8:30 pm. The flag pledge was said.

Judy Bruemmer asked for nominations from the floor for moderator. Ted Bruemmer nominated Bill Otto, Ken Hamann seconded. All in favor, motion carried. Bill Otto accepted the nomination. Ted Bruemmer made a motion to close nominations, Jackie Netter seconded. All in favor, motion carried. Bill Otto was declared moderator.

The minutes of the 2011 annual meeting were read by the Clerk. Brian Brix made a motion to accept the minutes as read, Leo Bloch seconded. All in favor, motion carried.

The Treasurer’s Report was reviewed. Discussion was held. Wally Buerman made a motion to accept the report as printed, Ted Bruemmer seconded. All in favor, motion carried.

Ken Hamann made a motion to continue with GoatRopers Bar and Grill, Immanuel Lutheran Church, the Farming Community Center entrance and also the township website as posting sites, Jackie Netter seconded. All in favor, motion carried.

Duane Janssen made a motion to have the Albany Enterprise as the township newspaper for publishing legal notices, Donald Linz seconded. All in favor, motion carried.

Ken Hamann made a motion to have the Farming Community Center as the official polling place and the polling place to be open from 2:00 pm to 8:00 pm for the annual election, Ron Backes seconded. All in favor, motion carried.

Duane Janssen made a motion to have the Farming Community Center as the official annual town meeting place with the meeting to start at 8:30 pm, Dewey Klaphake seconded. All in favor, motion carried.

Ted Bruemmer made a motion for the monthly meetings to be held on the first Tuesday of the month at 8:00 pm in the Farming Township Board Room, Leo Bloch seconded. All in favor, motion carried.

Ken Hamann made a motion to allow the board to hire someone to mow the road ditches, Donald Linz seconded. All in favor, motion carried. The supervisors stated that if landowners wished to harvest the road ditches they should contact the board.

The results of the annual election were reported as follows: For Supervisor – Vernon Willenbring received 50 votes. Vernon Willenbring was declared the winner of the Supervisor position. For Clerk – Judy Bruemmer received 51 votes. Judy Bruemmer was declared the winner of the Clerk position. For Treasurer – Duane Janssen received 48 votes. Duane Janssen was declared the winner of the Treasurer position. Write-ins received two votes or less. A total of 51 ballots were cast in the annual election.

Duane Janssen made a motion to destroy the old ballots from 2010, Joe Kulzer seconded. All in favor, motion carried.

A report was given by the board on the proposed levy for 2013. Brian Brix made a motion to levy $200,000 for the year 2013, Ken Hamann seconded. Discussion was held. All in favor, motion carried.

Jerry Rausch made a motion to levy $80,000 for the tarring fund, Ron Backes seconded. Discussion was held concerning roads to be tarred, why to tar roads, and maintenance costs of tar roads versus gravel roads. A secret ballot was requested. A ‘yes’ vote meant approving the $80,000 tarring levy; a ‘no’ vote was against the levy. There were 42 people in attendance. The results were 24 ‘no’ and 17 ‘yes’ with Treasurer Patti Legatt abstaining. The motion failed. Leo Bloch made a motion to destroy the secret ballots, Tony Legatt seconded. All in favor, motion carried.

Ted Bruemmer made a motion to allow the Township Board to decide the roads to be dustcoated with the option for landowners on other roads who wanted dustcoating to pay half the cost, Tony Legatt seconded. All in favor, motion carried.

Vernon Willenbring gave a report and answered questions concerning the Chain of Lakes Fire and Rescue District.

Rob Tabatt made a motion requesting the Township Board to report on the costs of tar roads versus gravel roads at the next annual meeting, Donald Linz seconded. Dewey Klaphake offered to do some on-line searching for information. All in favor, motion carried.

Comments were received from several township residents concerning traffic problems in the area around the public access to Clear Lake. The possibility of ‘No Parking’ signs and the enforcement of those signs were discussed. The Board will check into the matter and see what can be done to resolve it.

At 10:16 pm, Brian Brix made a motion to adjourn the annual meeting, Ron Backes seconded. All in favor, motion carried.
