The December monthly meeting was called to order by Neil Franz at 8:00 pm. The flag pledge was said. Present were Neil Franz, Dan Stommes, Vernon Willenbring and Duane Janssen. Also present was Dewey Klaphake, Dale Lange, Bryan Wellner and Randy Maile.
The November minutes were read. Vernon Willenbring made a motion to accept the minutes as read, Dan Stommes seconded. All in favor, motion carried.
Duane Janssen gave a financial report stating that the checking account balance was $203, 804.86.
RE: Snowplowing Complaints – Complaints were received about snowplowing on Hedgewood Road, Fifth Lake Road and 193rd. Discussion was held.
RE: 288th Street East – No work has been done on the road.
RE: Snow Plowing Quotes – Only one quote was received for snow plowing – Sunny Brook, Inc. The quote was for $100/hr for plow truck, salt and sand for $85/yd with possible increase due to possible shortages, a $5/hr surcharge if diesel fuel goes above $4/gal and an additional $600/month guarantee for the months of December, January, February, and March. Lange Trenching did not want to give a quote. Discussion was held. Dan Stommes made a motion to approve the quote and hire Sunny Brook Enterprise for snowplowing for 2015/2016, Vernon Willenbring seconded. All in favor, motion carried.
RE: Tarring Fund Transfer – Vernon Willenbring made a motion to transfer $50,000 to a Tarring Fund CD, Dan Stommes seconded. All in favor, motion carried.
RE: Zoning – Dewey Klaphake reported that the County visited the farm owned by Evergreen Acres and found that the new building was for worker housing. The County will take care of any zoning issues.

November 3, 2015
Official Minutes 11.3.15
The November monthly meeting was called to order by Neil Franz at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange, Dave Robertson and Brian Brix.
The October minutes were read. Vernon Willenbring made a motion to accept the minutes as read, Dan Stommes seconded. All in favor, motion carried.
Duane Janssen gave a financial report stating that the checking account balance was $217,006.50.
RE: Mapleview Maintenance Fund – Discussion was held. Dan Stommes made a motion to transfer the funds from the account into checking in order to pay for crackfilling along Mapleview, Vernon Willenbring seconded. All in favor, motion carried.
RE: Zoning – Dewey Klaphake gave a short zoning report. He stated that he and the County are still checking on construction done by Evergreen Acres as no permits have been recorded. He will update the Board when he has more information.
RE: Clear Lake Culvert – Discussion was held. Vernon Willenbring stated that he put up a post with red paint on it on the edge of the culvert. He will check on it to see if it helps keep the traffic off the edge of the culvert.
RE: Manure Regulations – Neil Franz stated that he checked on the statute regarding Townships issuing permits for manure applicators. He reported that the statute does not clearly state that the Township ‘must’ issue permits. Discussion was held. The Supervisors decided they will not issue permits unless it becomes a problem.
RE: 288th Street – Supervisors reported that Brian Brix has not done any work along the road yet.
RE: Blading – It was noted that there is a slight problem where 223rd Ave and 280th Street meet. It will be checked on.
RE: District Meeting – Discussion was held concerning information from the meeting. The County stated that there plan was to turn over one road a year to local governments. Farming Township was not on the list which only went to 2020.
RE: Regional Transportation Plan – Neil Franz reported on the October 21st meeting concerning future plans regarding bike paths, etc.
RE: Snowplowing Quotes – Supervisors will check for snowplowing quotes to be opened at the December meeting.
RE: Brushcutter – Vernon Willenbring stated that Munson Township said they are renting a brushcutter. He will check with them about how well it worked.
RE: January Meeting – Neil Franz stated that he will not be in attendance at the January meeting.

Official Minutes 10.6.15
The October monthly meeting of the Farming Township Board was called to order by Neil Franz at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange, Brian Brix and Dave Robertson. Carl Janssen arrived later in the meeting.
The September meeting minutes were read. One correction was made: Dewey Klaphake was also present at the meeting. Dan Stommes made a motion to accept the minutes with the correction, Vernon Willenbring seconded. All in favor, motion carried.
Treasurer Duane Janssen gave a financial statement stating that the checkbook balance was $220,149.29.
RE: Solar Panels – Dewey Klaphake reported that permitting for solar panels is done by the County. It does not involve the Township.
RE: Clear Lake Culvert – Vernon Willenbring reported that the culvert is on a corner and that vehicles are turning shorter on the corner thus causing problems with the culvert. He didn’t know if putting an extension on the culvert would solve the issue as vehicles would then turn even shorter. Maybe putting up reflectors would be a solution. Neil Franz and Dan Stommes will check it out to see what the best option might be.
RE: Baseball Association Grant Letter – The Supervisors looked over the draft of the letter the Township would give to the Association to send with their application for a grant for the Farming Baseball Association. Dan Stommes made a motion to approve the letter and send it to Mike Schleper, Vernon Willenbring seconded. All in favor, motion carried.
RE: District Meeting – A reminder was given about the District Township Meeting in Freeport on Thursday, October 29.
RE: Manure Application Permit – MAT News reported that the Legislature passed a law suggesting that Townships need to permit manure application contractors. Neil Franz will check into this.
RE: 260th West – Vernon WIllenbring reported that the loose tar spot has been repaired by Munson Township.
RE: 288th St East – Brian Brix asked permission to clean the ditch on the north side of the road. Discussion was held. The Board decided he could go ahead and do it.
RE: Road Maintenance – Dale Lange presented information he had acquired regarding specifications, costs and maintenance of tarred roads. The Board thanked him for the information.

The September monthly meeting of the Farming Township Board was called to order by Chairperson Neil Franz at 8:00 pm. The flag pledge was said. All members were present. Also present were Matt Schmitz, John Blenker, Tom Winkels, Kenneth Hamann, Patty Linz, Donnie Linz, Nick Salzer, Dale Lange, Brian Brix, Dave Robertson, Craig Klein, P. Fischer, Lou Jost, Norb Jost, John Linn, Breanna Linn, Roger Backes, Jerry Rausch, Buddy Bushman, Ron Backes, Tony Legatt, Dean Rausch, Fred Holthaus, Dewey Klaphake and one unreadable signature.
The minutes from the August meeting were read. One correction was made – the unknown signature was determined to be Gary Winkels. Vernon Willenbring made a motion to accept the minutes with the correction, Dan Stommes seconded. All in favor, motion carried.
A financial report was given by Treasurer Duane Janssen stating that the checking account balance was $229,054.16.
RE: Road Tarring Policy – Dave Robertson submitted a petition in response to the proposed tarring policy. The petition, containing 320 signatures, asking that the Board retain the 2008 Tarring Policy was reviewed by the Township Supervisors. The Board noted that remarks made at the Annual Meeting, the establishment of the Road Study Group, their presentation in July and the Special Meeting in August were all indicators to them that residents were not pleased with the current tarring policy. A lengthy discussion was held. Vernon Willenbring made a motion to ratify and keep the 2008 tarring policy in effect, Dan Stommes seconded. All in favor, motion carried. As a result of the petition presentation and the passing of a motion to keep the 2008 policy in effect, Neil Franz did not present the updated revision of the proposed tarring policy.
RE: Bardson Ditch Spraying Complaint – Vernon Willenbring stated that he checked it out and the trees sprayed were within the Township right-of-way. He said he attempted to contact the residents but no one was home. He will try another time.
RE: 300th Street – A complaint was received about 300th Street West. It will be checked and bladed.
RE: Clear Lake Road Culvert – A complaint was received about a culvert on Clear Lake Road. Supervisors will check on it.

The August monthly meeting was called to order by Neil Franz at 8:00 pm. The flag pledge was said. All members were present. RE: Crackfilling – Dan Stommes reported that crackfilling was finished. Dan Stommes made a motion to use the money in the Mapleview Road Fund to pay for crackfilling on Mapleview, Vernon Willenbring seconded. All in favor, motion carried.
RE: Dustcoating – Dustcoating is finished. The clerk will bill any residents that asked for dustcoating along their property.
RE: Albany Fire Dept – Neil Franz gave a short report on the fire department meeting, stating that Farming Township pays approximately 10% of the department billings. Vernon Willenbring made a motion to approve the fire protection agreement with the Albany Fire Dept., Dan Stommes seconded. All in favor, motion carried.
RE: Brush Spraying – Vernon Willenbring reported that brush spraying was done by CentraSota of St. Martin.
RE: Weed Inspection – Supervisors reported that weed inspection was finished.
RE: Albany School Referendum – A reminder was given that the referendum election will be on Tuesday, August 11, 2015. The only voting place will be the Junior/Senior High Building in Albany.
The August monthly meeting was recessed at 8:30 pm in order to conduct the Special Meeting to discuss the proposed Tarring Policy for Farming Township. (Those attending the Special Meeting are listed above.)
Neil Franz called the Special Meeting to order at 8:30 pm and stated that the purpose of the meeting was to get input, comments and opinions regarding the proposed Tarring Policy. Many of the attendees offered comments. Some of the comments were concerns about residents being assessed for tarring if funds were not available, options for 50/50 tarring, why rescind the previous policy, how to decide what roads to tar, traffic (business & other) from non-township sources doing damage to township roads, etc.
At 9:35 pm, Neil Franz made a motion to close the Special Meeting, Dan Stommes seconded. All in favor, motion carried. The Supervisors thanked everyone for their comments. They stated the Supervisors would take the comments under advisement and decide what their next step might be.
The August monthly meeting was called back to order at 9:36 pm.
Discussion was held concerning comments and opinions expressed at the Special Meeting. The Supervisors decided that they would like to think things over until the September meeting. Neil Franz stated he would like to re-write the draft and present it as a discussion item at the September meeting.

The July monthly meeting was called to order by Neil Franz at 8:00 pm. The flag pledge was said. All members were present. Also present were Dale Lange, Brian Brix, Dave Robertson, Joe Thelen and Todd Barrow.

RE: Dustcoating – Neil Franz reported that dustcoating was finished.
RE: Manana Road Approach – Vernon Willenbring reported that it is still in progress.
RE: 288th Street East – Brian Brix stated that the road was not in good shape and very slimy after rain. Discussion was held. Dan Stommes and Dale Lange will check it out to see what can be done to improve the situation.
RE: Marshfield Circle – Joe Thelen stated that the recent rains had deposited unwanted ground on their property – this seems to be a recurring problem. He also had pictures of the property. Discussion was held. The supervisors will check and see what can be done to solve the problem.
RE: Weed Inspection – Supervisors reported that weed inspection is in progress.
RE: Township Road Study – Discussion was held concerning a draft presented by Neil Franz concerning a new policy regarding the tarring of Township roads. Discussion was held. A public hearing would need to be held in order to adopt the new policy. Vernon Willenbring made a motion to set a Public Hearing for Tuesday, August 4, 2015 at 8:30 pm for the purpose of considering a new policy to amend or repeal the June 2008 policy concerning paving of Township roads, Dan Stommes seconded. All in favor, motion carried. The Public Hearing will be published and posted.
RE: Brush Spraying – Discussion was held concerning spraying of brush along Township roads. Vernon Willenbring made a motion to hire someone to spray the brush with a cap of $4000, Dan Stommes seconded. All in favor, motion carried.
RE: Albany Fire Dept – Neil Franz will attend the Fire Department meeting on July 16, 2015.
RE: Sabrowsky – It was noted that gravel was needed to fill a hole on Mapleview along the Sabrowsky property.
RE: Township Summer Course – Vernon Willenbring reported that he attended the Summer Course and took the Board of Equalization Certification class.
RE: Albany School District Referendum – It was noted that the voting will be held on Tuesday, August 11, 2015 from 7 am to 8 pm in the Albany Junior/Senior High Building. Dan Stommes reported that the school board stated that the one voting sight was in order to reduce costs of election.

The May minutes were read. Dan Stommes made a motion to accept the minutes as read, Vernon Willenbring seconded. All in favor, motion carried.

RE: Road Ditch Cutting – A quote for road ditch cutting was received from Pat Schmitz for $64/hr. Discussion was held. Dan Stommes made a motion to accept the quote of $64/hr from Pat Schmitz, Vernon Willenbring seconded. All in favor, motion carried. Fred Holthaus commented that if residents didn’t want the ditch cut that they should notify the Supervisors or Matt Schmitz.
RE: Lewis Fischer Plat – Mr. Achilles presented a plat for Lewis Fischer Estates Second Addition. Discussion was held. Vernon Willenbring made a motion to approve and sign the plat, Dan Stommes seconded. All in favor, motion carried.
RE: Road Study Group Presentation – The Group, consisting of Fred Holthaus, Dave Robertson, Brian Brix, Dewey Klaphake and Paul Killmer, with Neil Franz as the Township Board representative, gave a visual presentation regarding options for tarring Township Roads. The members had met five times for 1.5 hours each time and did some researching to find different alternatives. Straight forward bonding would not work as we could not bond enough to tar all roads – doing it in steps would require voter approval for each step – roughly 25% or more of the amount would be assessed for fees – and in the end the Township would not be able to tar all the roads. The group suggested that it would not be feasible. As bonding to tar all roads was not recommended the group came up with a Criteria for Paving list for the Board to use in considering which roads to tar and still give them flexibility in their final decision. The group did not give any recommendation as to which roads to tar – just a reminder of their criteria list and the Tarring Resolution. The Board thanked the group for all their efforts in researching and presenting the information.
RE: Culvert on 221st – The culvert was checked out. Supervisors will keep an eye on it and take care of it.
RE: Manana Approach – Vernon Willenbring reported that Linn Farms was agreeable to the 50/50 offer for the approach. Vernon Willenbring made a motion to approve the approach with the Township and Linn Farms each paying 50% of the cost, Dan Stommes seconded. All in favor, motion carried.
RE: Dustcoating – Supervisors reported that several residents had contacted them about dustcoating. The roads to be dustcoated will be scheduled.
RE: Hedgewood Road signs/railings – Dan Stommes stated that they would be taken care of soon.
RE: Crackfilling – Dan Stommes reported that he will get in touch with the contractor and the remaining roads will be done. Supervisors stated that they were pleased with the condition of the crackfilling that was done last year.
RE: Mahogany Culvert – Dan Stommes reported that there may be some problems with a culvert in Mahogany Road due to some approved environmental construction being done by a landowner. He will watch and see if anything needs to be done.
RE: Weed inspection – The Supervisors agreed to each take 1/3 of the Township as is prior years.
RE: Zoning – Dewey Klaphake gave a report on the Land Use Workshop he attended.
RE: Summer Course Workshop – Vernon Willenbring stated that he will be attending the workshop. No other members will be going.

Official Minutes 5.5.15
The May monthly meeting was called to order by Neil Franz at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange, Dave Robertson, Patti Zimmerman, Nick Salzer & daughter.
The April minutes were read. Dan Stommes made a motion to accept the minutes as read, Vernon Willenbring seconded. All in favor, motion carried.
Duane Janssen gave a financial report stating that the checking account balance for the Township was $219,995.45.
RE: 317th St Blading – Patti Zimmerman and Nick Salzer stated that the blading and condition of 317th Street was not good. A lengthy discussion followed concerning what alternatives could be taken to improve the condition of the road. The Supervisors stated that they will look into the situation and see what can be done.
RE: Gravel Quotes – Only one gravel quote was received. No other contractors offered a quote. Wm. Scepaniak submitted a quote of $8.10 c/yd for Class 5 gravel which included supply, delivery and blading. Discussion was held. Dan Stommes made a motion to accept the quote from Wm. Scepaniak for $8.10, Vernon Willenbring seconded. All in favor, motion carried.
RE: Blading Quotes – Only one quote was received for blading of Township roads. No other contractors submitted a quote. Lange Trenching submitted a quote of $43.00/mile. It was noted that last years quote was $41.00/mile. Vernon Willenbring made a motion to accept the quote for $43.00/mile, Dan Stommes seconded. All in favor, motion carried.
RE: Class 2 Granite Quotes – Only one quote for Class 2 Granite was received. No other quotes were received. Lange Trenching submitted a quote of $18.50/ton. Discussion was held. It was noted that the granite might be an option for 317th Street. Dan Stommes made a motion to accept the quote of $18.50/ton, Vernon Willenbring seconded. All in favor, motion carried.
RE: Road Tour – Discussion was held concerning the Road Tour. It was decided which roads to put gravel and class 2 on. Notations from Lange Trenching were also added to the Road Tour Report.
RE: 221st Culvert – Discussion was held. Supervisors will check on it to see if it needs repair.
RE: Manana Road – Vernon Willenbring reported that he was contacted by Linn Farms concerning the need for an approach from their field to Manana Road. It was noted that the lack of an approach could ruin the tar on Manana Road. Discussion was held. It was decided to offer Linn Farms the option of the Township paying for one-half of the cost of the approach. Vernon Willenbring will contact them and report back at the next meeting.
RE: Dustcoating – Discussion was held. It was decided to use the Richmond firm again. The clerk will put a notice on the website that residents wanting dustcoating along their property should notify one of the Supervisors by June 1, 2015.
RE: Crackfilling – It was noted that no contact had been made with the crackfilling contractor at this time.
RE: Farming Baseball Team – Neil Franz reported that he had not received any further contact from Mike Schleper regarding their request to use the Township Tax Exemption for improvements on the baseball field.
RE: 260th West – It was noted that Munson Township reported that repairs will be made to the road as soon as road restrictions are lifted.
RE: Road Advisory Committee – The Road Advisory Committee, formed at the Township Annual Meeting, will submit a report on the results of their meetings at the June monthly meeting. The clerk will put a notice on the website concerning the meeting.

Official Minutes 4.7.15
The April monthly meeting was called to order by Neil Franz at 8:00 pm. The flag pledge was said. All members were present. Also present were Dewey Klaphake, Dale Lange, John Blenker, Norb Jost, Lou Jost, Nick Salzer, Brian Brix, Dave Robertson, Jason Willenbring, John Zimmerman and Mike Schleper.
The March minutes were read. Dan Stommes made a motion to accept the minutes as read, Vernon Willenbring seconded. All in favor, motion carried.
Duane Janssen gave a financial report stating that the checking account balance was $233,065.08 and the tarring CD balance was $197,835.11.
RE: Clear Lake Petition – Norb Jost asked if the Supervisors had come to a decision regarding the petition to put No Parking signs on both sides of the road along Clear Lake. Discussion was held. The Supervisors stated that 12 additional No Parking signs will be put up along the same side of the road as the others and they would like to wait and see how that works before putting up signs along both sides of the road.
RE: Farming Baseball Association – Mike Schleper was present to ask permission to use the Township Tax Exemption to buy lights and other improvements for the ballpark. Discussion was held. As the Township Exemption is a limited exemption the Board will have to check to see if it can be used for such purposes.
RE: Blading Quotes – It was decided to open blading quotes at the May monthly meeting.
RE: Road Tour – It was noted that Road Tour was taken earlier in the day. Discussion was held with Lange Trenching and the residents present at the meeting concerning road conditions.
RE: Trappers Liquor License – An application for a County On/Off Sale Intoxicating Liquor License was presented to the Board. Discussion was held. Vernon Willenbring made a motion to approve the application, Dan Stommes seconded. All in favor, motion carried.
RE: Zoning – Dewey Klaphake gave a short zoning report.
RE: School Referendum – Dan Stommes reported that the Albany School District will have an election on August 11, 2015 in order to approve an additional operating referendum for the District.
RE: Population Density Map – Brian Brix stated that he checked with the County about a Population Density Map. He said it would cost around $100 and would measure approximately 4’ by 5’. He also stated that the map was not available at this time but would be so in the near future.

March 23, 2015 Re-organization Meeting
Farming Township ReOrganization Meeting 3.23.15
Clerk Judy Bruemmer called the Reorganization Meeting to order at 8:00 pm. Present were Judy Bruemmer, Vernon Willenbring, Neil Franz, Duane Janssen and Daniel Stommes. The flag pledge was said.
Vernon Willenbring and Duane Janssen received their Certificates of Election and took their Oath of Office.
Judy Bruemmer asked for nominations for board chairperson. Vernon Willenbring nominated Neil Franz, Dan Stommes seconded. Neil Franz accepted the nomination. Vernon Willenbring made a motion to close nominations, Dan Stommes seconded. Motion carried. Neil Franz was named board chairperson.
Judy Bruemmer asked for nominations for board vice-chairperson. Vernon Willenbring nominated Dan Stommes, Neil Franz seconded. Dan Stommes accepted the nomination. Neil Franz made a motion to close nominations, Vernon Willenbring seconded. Motion carried. Dan Stommes was named board vice-chairperson.
RE: Zoning Board – Vernon Willenbring made a motion that the meeting per diem for zoning board members be $35, with only the administrator attending monthly meetings and the rest of the board meeting as needed, Dan Stommes seconded. All in favor, motion carried.
RE: Board Members – Vernon Willenbring made a motion that the meeting per diem for all elected board members remain at $60, Dan Stommes seconded. All in favor, motion carried.
RE: Hourly Wage – Dan Stommes made a motion to keep the hourly wage at $12.50, Vernon Willenbring seconded. Discussion was held. All in favor, motion carried.
RE: Supervisor’s Hourly Wage –
Vernon Willenbring made a motion to pay Neil Franz $12.50 an hour for work other than regular supervisor duties, Dan Stommes seconded. Motion carried.

RE: Treasurer’s Monthly Wage – Dan Stommes made a motion to leave the Treasurer’s monthly wage at $75, Vernon Willenbring seconded. Discussion was held. All in favor, motion carried.
RE: Clerk’s Monthly Wage – Dan Stommes made a motion to leave the Clerk’s monthly wage at $150 with a $10 monthly reimbursement for computer time, which would be reviewed should computer rates increase, Vernon Willenbring seconded. Discussion was held. All in favor, motion carried.
RE: Zoning Permit Inspection Fee – Vernon Willenbring made a motion to raise the inspection fee to $25 plus mileage, Dan Stommes seconded. Discussion was held. All in favor, motion carried.
RE: Fee for Tractor and Equipment – Vernon Willenbring made a motion for the Supervisors to negotiate each case with the owner, Dan Stommes seconded. All in favor, motion carried.
